XLE, OIH and USO are weak

a.markets going up, energy sector not follow.
b.Market is very close to the top, 80% of sp500 stocks are trading above 50MA line.
c.if market goes down, what will weak sectors go, down deeper
by the way XLE reach resistance line and DUG have very strong support here
