kid's american passport needs both biological parents' signatures. just did for my son, even for renew, need both parents swore in front of clerk in the postoffice.
take your divorce paperwork, find a lawyer(or law firm) has license in both countries, there are quite alot out.
by the way, I had read this post before too.
