what's this training? When my niece was in Kindergarten

in Shanghai over 10 years ago, twice a week, the teacher would read a story twice, then the kids came home to repeat it to the parents, parents wrote down and kids turned the paper back to the teacher. My niece could almost word by word repeated the story, but many kids could not. Is this memory training?
