Planning to have another kid, but my daughter doesn't want it. H

We're planning to have second child, but my daughter doesn't want a brother or sister, how to deal with this?

When we came here, my daughter is about 3 years old. We sent her to preschool. Now she is 9. She is still want to be a baby. When I ask her "Do you want a brother or sister?" She always say "No. they are annoying."

How do you deal with this? How to let the older child accept the younger child. Actually, I wish she can ask me to make one for her to play with.
