I would let the child choose from CWRU, UCLA or Berkeley.
Berkeley and UCLA is ranked about the same. Berkeley has advantage if your child choose to study CS or EE; it is close to many bay area companies, most of which only recruit at Berkeley or Stanford (not UCLA, UCSD or Caltech). But UC is a big campus. It depends on the child whether it is a good fit.
CWRU is totally different from any UC campus. You should let your child go visit the school. It seems you still have to pay about 6k/yr (32-28). But this already sounds like a pretty good deal. However, I think CWRU's strength is not in engineering.
