Any shelter has micro chip scanner. They will scan for free. If there's no chip, put a few posters nearby where you found him, if no one claim (people need to bring photo of him as prove of ownership to claim, otherwise they may sell him to lab), you can keep him after certain time(ask shelter the local policy)
