is enough in the short-mid term to deter Vietnam from doing anything physical. What PRC needs to do is to rally other nations that also claims those islands to cooperate more while excluding Vietnam in a few important deals as punishment. The lack of responses toward the San Sha districts from the other 5 relevant countries maybe an indication of this strategy in progress.
