Does your child have passport? If not, don't get him/her one. I heard both parents have to sign to get child a passport. (Please double check this with other sources.)

I know normally, when you board an airplane, they do not check if the child is traveling with their parents/legal guardian. However, I believe there are ways for you to setup an alert on your child. Without your written permission, no other should take your child travel aboard. You probably can talk to your local police or INS or Google about it.
