it depends on which 140 is approved first

1. if your niw 140 is approved earlier than labor's, and your gc is still pending, then you port your earlier pd to niw

2. if your labor based 140 is approved earlier than niw's, there is no advantage to port pd because both are subjected to eb2 quota.
