Paypal 里dispute的遭遇

我最近有2个dispute ，买家说与描述不符 ，我同意收到退货退钱，可是dispute了几个星期以后，我退货没有收到Paypal就把钱退给了买家。太不讲道理了吧，大家有过类似的经历吗？能申诉吗？
