1) - if you bring in finishing products from china, and prepare to sell without any physical change to USA, purpose to avoid quota control. This is illegal, call Trans. business.
2) - if your purpse is not above , simply move to Canada, and prepare to resale to USA, you can do withdraw canada duty,(if you pay it) and pay USA Duty. If has quota control, pls. attache quota on it. which is from original shipping country.
3) - if you bring half finishing products, and do more processure in Canada . This is legal. You only need to pay duty when you move in Canada. Base on North American agreement, no duty between USA & Canada, and quota.
but if material cost be more than 75% of products, which should still be original material country, not made in Canada.( here , i am not sure what requirement from canada)
