First, create a proper sized new file within photoshop. Open all 4 photos . Copy each photo into the new file. Adjust the size and location. Remember, these 4 photos are on different layers. You have to flatten the final image if you want to save it as .jpg file.

By the way, why bother using photoshop? Microsoft word should be able to handle your job.
