An international driver's license (IDP) issued by the International Automobile Association (IAA) is only valid when being used together with the original driver's license. Therefore, IDP serves as a role of translation (with eight languages). California's law says that it doesn't need IDP, just the original license serves the purpose. The law didn't say it doesn't recognize a driver's license issued from China.
