I think in your case you should let your son do this procedure, because it is not just repeated ear infections, it is affecting his speech. The procedure itself (including anesthesia) is fine. My coworker's son also has tubes in his ears and his speech improved dramatically after the surgery. My coworker said she regretted that she didn't do this sooner for her son. I know many other kids who have tubes and they are doing just fine. Do seek second opinion from pediatric ENT if you are concerned.
