When Bush proposed social security reform (give less to the government, save the left to your own account), more youth (I don't remember the figure) are for it!
Also, a policy exists, it does not mean >50% people supporting it. It means people who against it do not have enough lobbying power. (Think, why it is illegal to buy medicine from Canada?)
