gift school vs. examplary

I just notices that some examplary (best) schools only have very low percentage on students who attend gift school, even much less than state average. However, there are some recognized (second best) or even acceptable schools have pretty high (higher than stat average) ratio?

I am wonderign how come this happen? Should there be some reason for this?
