Is this law or adminstrative regulation?

Even if it is Law, can it override the Chinese civil law and criminal law?
How should we categorize "dog" owned by chinese citizen based on chinese civil law and constitution? is it personal property? Yes, you could regulate what property people own. But can you destroy it or confisticate it without any legal procedure? Or just inform you hey i am a police/whatever, you dog don't havesuch and such, so i am gonna get it and kill it.
If you want to get into people's house and destroy their property, shall you get some warrant -- this regulation didn't require it, but based on chinese civil/criminal procedure law -- yes you have to have it unless there is immediate danger. But is it the case?Shall we say then on this respect, this regulation/law is illegal.
and based on the Chinese law, even people who are convicted by court can appeal, but in the dog case, can anybody appeal?

When we talk about "state/public interest", how and who gonna protect individual citizen and their property?
