So if we speak law strictly, the new regulation about the old licence is against the chinese law.

And if we speak about the law, the whole entering the house and killing the dog thing is against the law is illegal no matter the dog has the license or not. Because this kind of behavior is defined as as robbery by the chinese criminal law. the only difference is that this time the police/government agencies do this.
