confused, badly led though they had weapon and resource superiority. Stalin ordered shot anyone who retreated so many Russian armies surrendered once they were encircled. Then came the stupid order from Hitler to kill all captures who were suspicious to be members of Communist party. This order forced the remaining Russian armies to put up tough resistance instead of surrendering.
