That is the way how the contract works, But, most americans do this way if they don't want to pay this money to the landlord.

Make big noise or do whatever your neibours don't like, then your landlord will get you out there as soon as posibble in order to keep your all neibours, my neibours do that, he stop my water pipe and keep doing it three times, the the manager called the police and get him out.
