请问车祸赔偿问题。请问一般的赔偿额是所费治疗费用的相等数额还是3

有人说是请了律师，赔偿额一般是3倍，1/3还给保险公司，1/3给律师，1/3是受害人。是否这样？我指的是一般的车祸。不是那种天文赔偿，也不是那种小病痛。因为也做了小手术。
