He/she also needs to express her opinion as well. The position of 斑竹 gives her extra responsibility to guide the forum but it doesn't meant this will limit 斑竹 from posting. Such action do not conflict with the job of 斑竹 or can it be seen as an abuse of power. Remember 斑竹 is just a person like any other with more responsibility.
