(1) higher cost: yes, both resouce and energy price flying
(2) less demand: yes, China is exporting steel
(3) lower price: yes, Chinese makers cut steel price starting the price war half year ago, and Japanese makers followed price cut last month
(4) mounting inventories: yes, too many produced

Criteria of FA satisfied + Criteria of TA satisfied: Take action to short and wait
