Well, how did the car get to

to the dealer?
Why do you not agree to pay? Too expensive? or Just want to take advantage?
I'm not trying to againest you but helping you go through this.
It seems you sent to car to dealer to fix. At the same time you sent a insurance claim. And insurance appraiser went to look at the car. If insurance told the dealer to fix it, you would owe insurance deductable, not dealer's bill.
If insurance did not tell them to fix the car, dealer would assume you would pay for the repair since you drop the car to them. Make sense?
Did you and dealer talk about the repair cost when you drop off the car? Did you tell them not to do repair until they got your writen approval?
Today you probably had a big arguement with the dealer and pissed them off. So, they will just play with you by the rule until you can proof you are 100% right.
I've told you yesterday try to make deal with the dealer for paying less then their bill. This way, you would save money on the repair and have a "friend" in the future.
If you want get an 律师 involved, remember, they are not cheap and will cost you a lot of money, time and headache.
If you call police, I don't think it will help you much.
Tomorrow, go to the dealer again. Calm down. Talk to them nicely. Go throug all the details with them to find out who made a mistake(s) in this whole thing. No matter what, you need to pay something for the repair job done on your car.
