I don't think this is a good idea, considering your son's age and Chinese level, unless the parents would accompany him there to provide necessary supports.

China is not a superior environment for the development of young people's moral characters. If we can get rid off the bias due to our background, this would be rather obvious. If you spend some time in any Chinese city and watch and listen what teenagers say and do, you will understand.
