1. There IS such feature, called auto speed
compensation volume control. It is with some
Chevy's cars. I don't know about other brand.
Since Chevy is the popular brand, most likely.....

2. There is a safety concern. Auto roll-up windows
may hurt people's hand. Car makers don't want
get trouble from this feature.
