As I can see, it's more of a sense of responsibility instead of concept of time. Therefore, the most important thing is to help him become more responsible. Meanwhile, you may teach him good time management skills.
1.Have him help you make a daily schedule which clearly states a period of time for each activity. i.e., 4:00-4:30pm: Chinese
2. Develop a reward system. i.e., get ready for school on time --1 point; finish homework on time---1 point.etc. Try not to overdo it. 5 things should be good to start with. If he gets a total point of 4 or 5 bu the end of the week, he may earn a reward such as playing a board game with the family; having a picnic; invite a friend to play or play at other frineds house, etc. Try not to use materials as rewards (i.e.,buying toys)
3. Set a timer at 4:28. When the timer goes goes off, he needs to wrap up and move to the next activity. If he follows well, give him a point.
4. Focus on solving one problem which is concept of time.
