Being qualified to apply, or even if being qualified beyond doubt to apply to a highly selective college, does not entitle automatic admission with few exceptions. The student must be applying out of free will, not because of outside pressure.
How many students are applying to the most selective colleges out of free will? How many students really know why they are applying to this particular school? I am sure that there are kids who have known what they want ever since primary school, though they are the exceptions.
I am not trying to discourage students from applying, I am trying to discourage adults from using phrases such as "pity", "kexi" when a student is skipped over. They will be fine whereever they enroll.
