within University of Wisconsin; I was just commenting on that topic.

You just gave another topic (The third statement as I said):
1.Whether it is fair to admit underrepresented students with lower test scores?
2.Whether it is beneficial to society as a whole to admit underrepresented students with lower test scores?

Note these are two different questions.

You are complaining about "something already happened". I know something about it but not enough to have an opinion--that would be a discussion another day in a different post.
