Note that he is not quoting from the Romney 59 point economic plan he is quoting from the budget of the Vp candidate which is not necessarily related.
Every American taxpayer has taken on an additional $55,000.00 of debt under President Obama. This money will have to be paid back. While there is a real chance of some austerity in budgeting I think there is no question that Romney is fully aware of the role of basic research and that America's tech industries are key industries.
It has long been the Republicans who have supported the idea of a tax write off for spending on Research and Development and have fought year after year for most of the last 30 years to have this tax credit made permanent. It has primarily been the Democratic party which has opposed this. When you see that Sweden has the highest R&D percentage of GDP it is because of a permanent Tax credit of exactly this type and Mr Romney no doubt is aware of this.
In the long term Growth in the economy is extremely important. Romney's policies are far more likely to repair the budget and allow increased expenditures on Research in the future. President Obama blindly desires to simply increase the Federal and State workforces without realizing the consequences of the enourmous debt he takes on. This kind of blind spending on attempting to drive the economy through excessive government spending is exactly what has dug Greece's grave.
