I have the impression that bullying kids rarely get addmitted into any gifted or honor classes in school when they reach appropriate grades. Behavior is very important in school. Per my observation that most children in gifted class not only pocess excellent academic abilities but also behave very well.  I think to certain extant, behavior is even more important than academic performance.
