这是什么情况？是不是有点儿不正常？

一个  short sale，list price 23.6万，offer了 20 万，用了listing agent做代理。
银行回复，counter offer 26.25万，比listing price还高出一大截，比正常的 sale都高。不明白，难道 listing price不是经过银行先同意的吗？
listing agent建议24万再提交，还说有个 backup offer 是 22.6万在后面等着。感觉他没有想要努力说服银行。
不明白，是不是 listing agent 要借机换个高点儿的 offer？
