provide "shelter-style" support.  Meaning minimum supply so they will not be starved.

The people on welfare should not live a comfortable life style, rather the life on welfare should be so uncomfortable so they have motivation to find a job.

Welfare is a privilege, not right. Problem is so many people think it is right and they are entitled to it.
