大小地主看过来，这个HUD的房子能买吗？

有个HUD的房子在好地段，好价位，最大的问题是在它的property condition report 有这么一条：

Active pressure was applied with a compressor to the plumbing system and it did not hold pressure indicating a leak in the system.

它估计修理费是500块。这个估价是不是太低？有什么办法知道管子是破在地基外面还是里面？如果管子破在slab foundation里面，大概要花多少钱修？
