11. Pets and Animals-Tenants……There will be a $150.00 non- refundable held out of pet security deposit for any pet......

16.Security Deposit-The Security Deposit shall be held by Landlord to guarantee Tenants performance of the terms of this lease including payment of rent. Interest shall be paid at the expiration of this lease at 1 percent below the current bank rate per year for security deposit accounts. The deposit will be returned with interest, less proper deductions, if any upon expiration or termination of this lease 45 days(FORTY FIVE DAYS) after the inspection is made and premises are found to be undamaged in good clean condition. The security deposit may not be used to pay rent. All late fees, bounced check fees, service fees, and/or any other fees not paid at time incurred will be deducted from the security deposit. When you sign your lease you will agree to pay a non-refundable fee to us of $300.00 for apartments for the re-marketing of your apartment after the lease term. Many rental companies are referring to these as decorating fees. This fee will cover normal cleaning, painting and steam cleaning. Any unusual wear and tear or damage will be charged accordingly. If you violate this lease by using the security deposit as last month's rent, you will be required to pay Landlord a special handling charge equal to 25% of one month's rent in addition to damages, if any...

我的解释是:

The reason for non-refundable deposit in consideration is that I don’t ask tenants to do deep cleaning when they move out. For a example, carpets steaming clean, I would call service clean myself: first is the responsibility to next tenant’s possible allergy situation, second is the possibility damage to the hardwood floors underneath the carpets.

But when tenants renew the third year lease, I will remove the non-refundable clause.
