Dishwasher Issue

Sorry I cannot type Chinese here.

 

When the tenant moved in 3 years ago, I bought a brand new Frigidaire dishwasher.  Over the years, I repaired twice - first time it did not drain, this time they said it did not clean well.

 

When I went there to check, I saw the dishwasher was extremely dirty, they did not removed small food completely before loading the dishes.   I replaced filter, after 1 week, the new filter was in bad shape again and the dishwasher made a loud noise when running.

 

My question is how shall I deal with this kind of situation, shall I just buy a new one or shall I ask the tenant to pay for it.  The dishwasher shall not last so short for only 3 years...
