楼主的情况是己经交了足够多的税，有penalty 是因为irs assume 他get paid evenly per

Quarter, so he should paid estimated tax per quarter 但是楼主没有，只是最后才交（when he get lot of bunus at end of year). So he need file that form to explain. That's my guess.
