Here is what you need to do.

Find a local mortgage broker or a bank mortage department.  I would prefer a mortgage broker since they are in the business to find you a loan to make money.  They will be more motivated to get you the money.  Since the rental property is fully paid, you should have no issue to get a loan.  Get a fixed rate loan, shop around for a lowest rate.  Good luck.
