Apply all top 50 schools and resident state University

Business schools look at math course. So a C in Math is not good. Just apply the English/history/political science major. 

Middleberry college has very good poticial science program.

Try to find the university from Niche for English/History/Polical science, then apply all top 50. It'll be very challenge for your boy to apply for the BS/JD programs directly as they are as competitive as T20. Also JD look at math and science scores for logical capability.
