IQ is measured against same age people.

For example a 99% IQ 4-year-old means his aptitude is at top 1% among all 4-year-olds (the age is precised to years and days), and therefore he is comparable to an average, say, 6-7 years old.  So unless a 4-year-old has IQ equivalent to an average college student, he is most likely not capable to learn 高数.
