Only one, but in most cases you can combine it with another "Early Action".

Because Early Decision is binding, you have to make sure she/he really wants go there. In our case, Yale was her first choice, and it is SCEA, so she could not apply early to Penn, though we knew it would have been more likely for her to get in if applied early.
