From 古谜's post, my understanding of the proposals is:
1) TRADE one's 401K for a guaranteed return. (The more you have in your 401K, the more monthly money you can get.) I do not think this trading is mandatory.
2) Eliminate (tax differed) 401K.
3) Could not find anything about "身后余额一半上缴". (One can always take his 401K more aggressively before death. Then, it will be part of your assets, right? So, it is basically unpractical, unless non-taxable assets gets very low.)
