If the child has speech delay or development delay, will they need to attend special education class in public school? ----- It depends on the child's ablility. School district should proivde you the best fit speical class within the school district for the kid, it might not be your home school. There are lots kids are with special education, but still go to mainstream. If you don't want to attend the public school, you can do homeschool or go private. If go private and you want school district pays for it, you might need a tough fight or hire a lawer.

Will they be looked down upon?
I don't think it matters for young kids (3-6,7) since everyone are the same (or similar)at the school. For older kids, it might be a problem.
