If they want to look for a job after 22, regional center has different programs for these kids depend on their need.

For education, they can stay at their school district until 22. After 22 if they still want to continue their education, they can go to special schools for finishing high school classes or college degree.

It is not clear to me what the $800/per month for yet. My guess would be he will need to hire someone to babysit his son, so the gov is paying the babysitting fee. As I know before 22, school district should be the major resource for the kid. Regional center has very little things can help. This also depends on how functional of the kid.

It is ture that lots of job that regional center helps to find are low-paid jobs.
