We are lucky. Used to have 3 therapist coming to home each week, each visit cost the state $50 and up. You can observe what the therapist does and emulate at home( a good thing to do to purchase the tools/toys they carry). Basically you need to provide an environment with stimulants (visual, audio, motor skills) where the kid feels safe. Bad experience (such as a daycare setting with other kids physically more active and pushy) can force the kid inward.
