In some states you can report developmental problems to the local county child developmental early intervention administration (which manages the special education programs); you may also find out at the school district. At last if not the least, your pediatrician should have the information.
Children with certain delays may feel intimidated (e.g, by tasks such as climbing up stairs which they do not do well and have fears) and are cautious to attempt challenging activities. Such kids need patience and encouragement from parents and teachers.
Don't be scared. A lot of children (say more than 10%) participate in special educational programs.
