You can put them on waiting list. There might be turnover once school starts, people can move out during summer or after school starts. District/school can not do anything to help you, since other people are ahead of you.
AT the meantime, you can think about sending them to nearby private schools.
Since you are already in the school district, sooner or later, your kids can get in.
