You'd better find a lawer. It looks like a $20k job for the repair, not to mention the mess you have to live through.

The builder should be liable to damages due to the use of (defective or substandard) materials, or inappropriate method not suitable to the local climate conditions.

As your house is not the only one affected, there was a fundamental flaw in the design.
