a blank lease to first applicant was just an offer to contract, they did not accept then there is no contract
you should cancel you offer to first applicant in writing, like email, and then proceed to talk with second applicant
if you don’t cancel they could accept at any time and you might have two valid contracts if not careful. Then you have to pay damage for breach of one of the contract
