请教房东和地主们如何告租户不要浪费水电等

我们把房子的楼下租给两年轻人，我们包水电和其它utilities.

但这两年轻人用水用电比较careless, 经常不在家所有灯，后院的灯白天一直开着，抽风机有时不在也开着，水也用得比较浪费，比之前两个tenants 水费高出很多, 40% more。如何用英语礼貌又不失尊严, professional way 告诉他们，用再多都可以但不要做没有必要的浪费。
